in hong kong continue to look for survivors following yesterday's devastating boat crash. officials say 36 people were killed and dozens more injured when the boat carrying utility workers collided with the ferry. boat was carrying the workers and their families to watch fireworks to celebrate china's national day. survivors say the boat began to sink immediately after the collision. police in frederick, maryland say they are dealing with the violent crime spike that includes the city's first murder of the year. early sunday morning, 36-year- old lamont ellis was found shot dead in an alley. friends and family members gathered at a vigil last night and while fox 5 was working the story, shots rang out nearby. officers raced to that scene. it turned out to be a street fight involving 15 to 20 people along west south street. one person was stabbed and is in serious condition. no word for the two incidents are related. a local university professor killed in a tragic accident in northwest.

a driver hay medical emergency and lost control of her vehicle. she hit professor rhett leverett as he stood on the sidewalk at sixth and e street. he taught history at marymount with an emphasis on european history. he was 60 years old. protesters will continue today to mark the one-year anniversary of the occupy d.c. movement. protesters will hold a veteran march at noon at freedom plaza as well as a protest tonight in front of the bank of america on vermont and l street. yesterday, protester marched on freedom plaza to the commerce building. they say the anniversary is important to remind people of the issues they say are still unrevolved from last year. m la it is the big story this morning. the nats shock the baseball world and are champs of the

making headlines this morning, crews worked into the early-morning hours removing three train cars and repairing damaged railroad tracks in central california. a tractor-trailer slammed into the amtrak train yesterday and 20 passengers were hurt. most of the injuries were bumps and bruises and maybe some broken bones in there. while bernie madoff serves his prison sentence, we are learning more about his fraud scheme that landed him behind bars. new york prosecutors say the fraud began as far back as the

early 1970s. it is believed investors lost about $20 billion. that is all according to a rewritten indictment that brings new charges against four long-time madoff employees. ten years ago today, our region was terrorized by a shooting spree. for three weeks, people did not know where the next victimmed would be shot. john allen muhammad and lee boyd malvo were found guilty. malvo told the "washington post" when he saw the reaction of a husband who lost his wife, it made him feel, quote, like scum. one of the great beauties of the world, the largest coral reef system on earth. >> we are talking about the great barrier reef. it is so beautiful. but up next, major concerns about it. we'll tell you what has scientists alarmed. now, let's check in with talker. >> sill celebrating over here

the great barrier reef in australia. scientists say the coral cover has dropped by more than half since 1985. one of the major causes of decline, starfish which feed on the coral. the crown of thorns starfish apparently prosper when artificial nutrients increase in oceans. scientists are kara gormleying up with a way to reduce the population. storm damage is also contributing to the loss of coral. that is astounding to think since 1985. >> something that you don't think about. >> you don't until we see beautiful pictures on tv right now. hopefully, they can do something about that. >> not much we can do about the rain in our area though. >> it is moving in here from the south and west. it will be with us on and off here newout the day. it won't be raining all day long. we'll have periods of showers as we continue to watch this warm front kind of lift through. in you like the milder temperatures, they were on the way later this afternoon. live look at your radar.

you can see most of the rain and/or the heaviest rain continues to be out to the west. but many of the suburbs here just to the west of washington now pretty good rains. reston, you are about to get pretty good rain. manassas, you've had a good shower. leesburg, out towards sterling, front royal, winchester, we've gotten some rain as well. again, all of this is kind of lifting off. you can see it lifting off to the north and east but we will see additional showers develop during the course of the day and move through the district. let me show you what is happening. there is an area of low pressure out to the west today. you can't really see it but it is right there in central kentucky and will be lifting up to the greek and dragging with the it the cloud cover and showers through the washington area. you can see we've got additional showers through the carolinas and some will move through from time to time and present the possibility of some showers around here along with mild temperatures. our warm front has come through. with that warm front moving on n our temperatures will be in the mid-70s later today and actually a little humidity out there for your tuesday. so if you like the summertime

for the next several days with highs around 70. -- a few showers around here tomorrow. let's get the latest from julie wright. >> on the roads right now, waking up to a little bit the wet pavement here. allow extra time on the roads. wet pavement, road spray to accompany you as you travel southbound leaving hyattsville heading into clarksburg. the crash that was westbound route 100 now cleared. you are able to do the double nickel up and across the 14th street bridge. no trouble spots to report at the wilson bridge. that's a check of your fox 5 on-timetraffic. imetraffic. a new parking plan for d.c. it would reserve about 10% of all meters for disabled drivers. it is also expected to cut down on fraud. >> the new effort comes after a lot of people complained about

the red top meters. that program is suspended and now, as fox 5's matt ackland shows us, there is a new plan to consider. >> reporter: it was supposed to solve all of the problems. in red top meters would reserve spots for the disabled and spot the abuse of the city's old free disabled parking policy. soon after it started, the council shut it down. there was mass confusion. >> the program got off to what we can characterize as a fairly rocky start. >> reporter: many complained there were simply not enough red tops. but now, a plan introduced by councilmember mary cheh would make 1800 of the district's 18,800 meter spots red top disabled parking only. >> all 100 red top meters will be installed at the end of blocks nearest to the the curb cuts. >> reporter: fraud was one reason for the reform. a fox 5 investigation exposed those who and to be using

disabled parking placards to park free all day. the district followed up with its open camera investigation. >> we've had a problem. some able-bodied drivers have abused the district's current disabled parking system by fraudulently displaying handicap placards on their dashboards in order not to pay parking meet are fees. >> reporter: but is 10% too much? officials say there are over 160,000 people living in d.c. who are disabled. and many more who travel into the city each day. >> the mayor's mission is to make sure we are a national model of acceptability. it is very important to the ad mark. it is the right thing to do. >> reporter: at this point, the red top policy is not being enforced. currently, there are about 450 red top meters on the streets in d.c. there are many more sitting in warehouses and, if cheh's plan goes through, the city will have to order 300 new
